Make long banners by cutting random lengths of red and blue construction paper and cutting out white stars on an Ellison die stamp. Then feed them at random through a laminate machine. Cut whatever length you want, then staple one end onto a piece of dowling. Hang the dowling from a red, white, and blue cord. If you use this out of doors, put some weights on the bottom such as another piece of dowling. The students really like these as you can see through the banners.
