For something really quick and cheap, use a 9" X 12" piece of black construction paper. Glue on a white "shirt" and a black "bow-tie." Round off the bottom two corners. Laminate and punch two holes at the top corners. String black yarn through each hole and tie around the neck. Add black slacks or dark jeans and a dark shirt and voilá! You have a penguin costume.
